Академія розвитку

Одне з важливих завдань ФСЄ – це інституційний розвиток наших партнерів, що сприяє професіоналізації громадянського
суспільства в Україні. Тому у 2015 році Фонд Східна Європа створив Академію розвитку, мета якої – надати нові ресурси, знання
та навички нашим партнерам. За цей час ми провели чисельні навчальні заходи, за допомогою відповідної методики допомо-
гли нашим партнерам оцінити стан розвитку своєї організації та сформувати план подальшого становлення, започаткували віде-
олекторій у вигляді невеликих навчальних відео з тем, які є важливими для розвитку будь-якої організації: менеджмент проектів,
оцінка та реалізації проектів та інше.
Так, за 2016 – половину 2017 року ми власними силами створили 5 відеотренінгів з різних важливих для НДО та їх інституціонального розвитку питань, провели сім тренінгів для наших партнерських організацій, включаючи такі теми, як фінансовий та проектний менеджмент, управління часом, майстерність презентацій, інфографіка, стратегічне планування.
Допомогли 10 регіональним партнерам в рамках інституціональної підтримки оцінити стан розвитку їхніх організацій та
надали рекомендації щодо подальших кроків. Провели багато тренінгових модулів для нашої команди.
Окрім цього, втретє підтримали проведення Школи фінансів для громадських організацій, яку ми присвятили пам’яті фінан-
сового директора Фонду Східна Європа Оксани Коваль (2008-2015).

Історія

Міжнародна благодійна організація «Фонд Східна Європа» (ФСЄ) – неприбуткова українська організація, що почала свою роботу у 2008 році.  З  моменту заснування ФСЄ спрямував близько 20  млн. доларів США на проекти соціально-економічного розвитку.  ФСЄ успішно продовжує роботу свого засновника – Фонду Євразія, що за 15 років роботи інвестував понад 47 мільйонів доларів США у проекти  та місцеві ініціативи, спрямовані на розвиток громадянського суспільства, сприяння економічному зростанню та ефективному управлінню в Україні.

Очолюваний незалежним Правлінням, ФСЄ втілює програми економічного та соціального розвитку за підтримки партнерів, серед  яких Агентство США з міжнародного розвитку (USAID), Європейський Союз, Швейцарська Конфедерація, Шведське Агентство з питань міжнародної співпраці та розвитку SIDA, інші уряди європейських країн, міжнародні організації, фонди, благодійні організації, місцеві органи влади, українські та міжнародні компанії, що працюють в Україні.

 

ФСЄ активно використовує досвід свого засновника та кращі міжнародні стандарти якості на всіх етапах: планування, реалізації та оцінки програм.

Партнерства

З метою більш ефективної реалізації програм підтримки місцевих ініціатив та зміцнення громад  ФСЄ співпрацює з мережею партнерів: громадськими лідерами, НДО, асоціаціями, університетами, дослідними інституціями, органами місцевого самоврядування та влади, а також  організаціями, що надають технічну допомогу. ФСЄ шукає нових партнерів, щоб більше громад отримали підтримку для власного розвитку.

Шановні друзі та партнери!

Фонд Східна Європа почав свою діяльність 10 років тому – у 2008 році. Десять років промайнули дуже швидко, і,  підбиваючи підсумки першого десятиліття нашої роботи, ми щиро пишаємося тим, що вже вдалося зробити. Але не менш важливим є те, що ми плануємо зробити. Зробити разом з вами, нашими партнерами.

За 10 років роботи Фонд здобув репутацію авторитетної та експертної організації. Ми працювали над різними проектами. За ці роки ми інвестували в проекти соціально-економічного розвитку країни близько 20 млн доларів США. Основними нашими завданнями ми вбачали реалізацію проектів, у фокусі яких будуть громадяни, громади, органи місцевого самоврядування, що у кінцевому результаті матиме вплив на розвиток країни в цілому.

Минулий рік також був для нас насиченим та успішним . Ми пишаємося тим, що у рамках програм «РАДА» та «Лідерство в економічному врядуванні», «Прозорість та підзвітність у державному управлінні та послугах», які ми з партнерами впроваджуємо за підтримки Агентства США з міжнародного розвитку, та «Електронне врядування задля підзвітності влади та участі громади» (EGAP) за підтримки Швейцарської Конфедерації, наша робота вже принесла позитивні зміни та результати на національному рівні.

Основним фокусом нашої роботи залишається впровадження інновацій та сучасних технологій в соціальній сфері, покращенні енергоефективності, залученні громадян до моніторингу формування та витрачання коштів місцевих бюджетів як на національному так і на регіональному рівнях.

Наш Фонд продовжує впевнено зростати та розвиватися. Але крім власного розвитку наше завдання тепер я бачу в тому, щоб поділитися своїм досвідом та знаннями з іншими. Для цього ми започаткували Академію розвитку Фонду, в рамках якої надаємо нашим партнерам підтримку, передаємо знання та навички, необхідні для їх інституціонального розвитку.

Плануючи роботу на наступний рік, я ставлю за мету поширити наші програми та проекти на нові регіони та громади, посилити наші здобутки, знайти нових партнерів та однодумців.

Я щиро вдячний за підтримку нашим партнерам з числа міжнародних донорських організацій, центральних та місцевих органів влади, громадських організацій, приватних компаній, та університетів. Дуже сподіваюся, що наступного року у нас стане більше однодумців та партнерів, з якими ми зможемо зробити більше для нашої країни.

ПРОГРАМИ

Фонд Східна Європа  ставить собі за мету забезпечити сталий розвиток громад України, тому наші програми гармонійно поєднують соціальні, економічні та екологічні ініціативи. Розробляючи свої програми та проекти, Фонд Східна Європа керується стратегічним планом розвитку, що був затверджений Правлінням Фонду.

Програми ФСЄ у 2017-2018 роках:


• Економічний розвиток;

• Соціальний розвиток;

• Ефективне управління та розвиток громадянського суспільства;

• Енергоефективність та екологія.

ПРОГРАМА "Економічний розвиток"

Програма “Економічний розвиток” спрямована на впровадження інноваційних рішень, які покращують потенціал громад та допомагають їх економічному зростанню, зміцнюючи партнерства між громадським сектором, бізнесом та місцевою владою.

Проект “Соціальне підприємництво як інноваційний механізм вирішення питань суспільного розвитку” 2016-2019

Проект є одним з компонентів комплексної програми «Сприяння розвитку міжсекторного партнерства в цілях захисту інтересів дітей: долучення внутрішньо переміщених осіб (ВПО) до активних учасників процесу», яку виконує німецька Громадська організація ChildFund Deutschland e.V.  Мета проекту, який реалізує ФСЄ  – створити підґрунтя для розвитку соціального підприємництва у східних областях України задля покращення соціальної та економічної ситуації вразливих груп населення, об’єднуючи зусилля бізнесу, влади та місцевої громади.

У 2017-2018 роках:

  • За результатами конкурсу надано гранти молодіжним організаціям на проведення двох ознайомчих турів із питань соціального підприємництва та громадської активності для підлітків зі східних областей:
    Молодіжна організація «СТАН» отримала фінансування 149 960 грн. для організації навчально-ознайомчого туру з соціального підприємництва для групи молодих людей переважно з числа ВПО з Донецької, Луганської, Харківської, Одеської областей до Львова, а «Інститут міста» отримав 125 876,57 грн. для організації поїздки до Івано-Франківська. Загалом, близько 40 молодих людей взяли участь у навчальній подорожі і подивилися, як живуть і працюють на заході країни.
  • Придбано обладнання та відремонтовано приміщення для роботи платформи з розвитку соціального підприємництва Kramatorsk Innovation Platform на базі  ГО «Вільна Хата».
  • Організовано навчання для місцевих мешканців з англійської мови, курси з веб-дизайну, тренінги з розвитку підприємницького мислення в трьох школах Донецької області.
  • Організовано тижневий робочий візит соціальних підприємців з Берліну до Донецької області та 14 соціальних підприємців та учасників навчання в рамках проекту зі східних областей – до Берліну.
  • Проведено навчальний візит експертів зі шкільного підприємництва Німеччини до Краматорська, в рамках якого пройшли зустрічі з представниками влади, освітянами та учнями
  • Близько 80 представників ГО, бізнесу, донорських організацій та медіа взяли участь у майстернях, дискусіях та нетворкінгових заходах конференції з соціального підприємництва в Краматорську.
  • Проведено літній табір із соціального підприємництва для 20 дітей зі сходу України в Святогорську.
  • Сертифіковано 14 тренерів із соціального підприємництва, яких було відібрано на конкурсних засадах. і які пройшли 8-місячний курс для тренерів та провели навчання для 35-ти соціальних підприємців.
  • У партнерстві з Українським Форумом Благодійників підтримано хакатон із соціального підприємництва в Одесі.

 

Програма місцевого системного розвитку

У вересні 2018 року стартувала інноваційна програма розвитку спроможності об’єднаних територіальних громад в управлінні земельними ресурсами та залученні інвестицій. Програма виконується Фондом Східна Європа у партнерстві з ТОВ «Бломінфо-Юкрейн», громадською організацією «ДЕСПРО» та Київським економічним інститутом в рамках проекту USAID «Підтримка аграрного і сільського розвитку». Завдання програми, що реалізується у 2018-2019 роках, включають ефективне управління земельними та іншими ресурсами в межах ОТГ на основі GIS технологій, розвиток спроможності ОТГ формувати проекти розвитку для залучення інвестицій та врахування інтересів органів влади, місцевого самоврядування, бізнесу та недержавного сектору на основі співробітництва та партнерства. Програма працюватиме з ОТГ з Луганської, Донецької, Харківської, Дніпропетровської, Запорізької та Херсонської областей.

Що буде зроблено у 2018-2019 роках:
  • Відбір не менше 65 ОТГ для проходження навчання та надання підтримки по ефективному управлінню земельними ресурсами, розвитку потенціалу для прийняття стратегічних рішень та залучення інвестицій
  • Навчання визначених ОТГ роботі з просторовими даними та управлінню земельними ресурсами з використанням GIS та

 

 

складання інвестиційних пропозицій та спілкування з потенційними інвесторами

  • Відбір не менше 10 ОТГ для розробки комплексного плану управління землями ОТГ та щонайменше 2 інвестиційних проектів
  • Створення геоінформаційних баз даних ОТГ на онлайн платформі ArcGIS: ОТГ отримає повну інформацію по наявним земельним та іншим ресурсам у відкритому доступі
  • Створення картографічної основи та електронної карти ОТГ з нанесенням шарів даних про межі громади та населених пунктів, межі територій сільських/селищних рад; забудови, територій природно-заповідного фонду та іншого природоохоронного призначення, оздоровчого, рекреаційного, історико-культурного, лісогосподарського призначення, земель водного фонду та прибережних захисних смуг, обмежень у використанні земель та їх режимоутворюючих об’єктів
  • Створення економічних профілей 10 відібраних ОТГ – аналіз та оцінка фактичного стану розвитку території громади у динаміці
  • Презентація громадами інвестиційних проектів потенційним інвесторам, органам державної влади та міжнародним донорським організаціям

ПРОГРАМА "Соціальний розвиток"

допомагає підвищити якість життя вразливих груп населення, зокрема, літніх малозабезпечених людей та осіб з інвалідністю, а також вразливих груп молоді, надаючи доступ до якісних послуг та захищаючи їхні права.

Проект «Центри дозвілля для літніх людей»

Проект підтримує місцеві ініціативи зі створення центрів для самотніх малозабезпечених літніх людей та надання їм якісних соціально-побутових послуг. Такі центри є місцем, де вони можуть спілкуватись, займатись улюбленою справою, брати участь у роботі численних гуртків, а також опановувати нові навички. Проектом також передбачено підготовку персоналу, забезпечення центрів необхідним обладнанням та залучення до співробітництва державних та приватних юридичних, культурних та соціальних установ. Загалом з 2008 року ФСЄ за підтримки різних

компаній відкрив уже 30 таких центрів.
У 2018 році Фонд продовжив роботу із створення центрів дозвілля для літніх людей та покращення умов та послуг, що надаються в існуючих центрах. Зокрема, у двох центрах, створених раніше у Автозаводському та Крюківському районах міста Кременчука будуть покращені умови та створені нові можливості.

Програма «Екологія та навколишнє середовище»

допомагає впроваджувати в українських громадах енергоефективні технології, встановлюючи сучасне обладнання, поширюючи інноваційні рішення та інформуючи про дружні до довкілля практики.

Проект «Підвищення показників мікроклімату та енергоефективності у дитячій лікарні Охматдит у Львові на 65 тис. дітей та дитячому садку для 190 дітей у місті Кам’янка-Бузька»

Мета проекту – забезпечити комфортні умови перебування дітей та їх батьків в установах  через реалізацію заходів енергозбереження в будівлях лікарні та клініки Охматдит Львівської області та  садочка №5 «Дзвіночок» у місті Кам’янка-Бузька, а також мотивувати використовувати енергію ощадливо шляхом проведення просвітницько-інформаційних кампаній та відповідного навчання дітей, батьків і персоналу установ.

Щорічно більше ніж 65 000 діток та десятки тисяч їх батьків перебувають на лікуванні в Охматдиті Львова від кількох днів до кількох місяців. Наразі будівля потребує енергомодернізації. До дитячого садка «Дзвіночок» у місті Кам’янка-Бузька щоденно батьки приводять до 190 діток. Будівля та котельня також потребують модернізації.

 Що буде зроблено:
Львівський Охматдит:
  • утеплення зовнішніх стін на рівні 5-го поверху;
  • встановлення теплової помпи для забезпечення гарячого водопостачання в головному корпусі
  • утеплення перекриття горища
  • облаштування індивідуальних теплових пунктів в головному корпусі та поліклін
Дитячі садочки № 4 і 5, м. Кам’янка-Бузька
  • модернізація котельні та системи теплопостачання садочків №4 та №5;
  • термореновація будівлі садочка №5

Окремою значною складовою проекту стануть інформаційно-просвітницькі кампанії серед дітей, які перебувають на лікуванні, їх батьків, а також лікарів. Заходи в рамках кампаній повинні навчити відповідальному поводженню з енергоресурсами та мотивувати використовувати в житті практичні навчики та кроки для енергозбереження.
Проект «Соціальне підприємництво як інноваційний механізм вирішення питань суспільного розвитку», який є частиною програми «Сприяння розвитку міжсекторного партнерства в цілях захисту інтересів дітей: долучення ВПО до активних учасників процесу» виконується громадською організацією Сhildfund Deutchland e.V  та Фондом Східна Європа за фінансової підтримки Федерального Міністерства економічного розвитку та співпраці Німеччини

Проект «Створення інформаційної платформи з енергоефективності та проведення комплексної реновації будівлі Міністерства регіонального розвитку, будівництва та житлово-комунального господарства України» (2018-2019)

Метою проекту, що фінансується GIZ, є сприяння розвитку енергоефективності в Україні шляхом підвищення обізнаності громадськості зі станом справ у галузі енергоефективності та виконання демонстраційних заходів з покращення енергоефективності будівлі Міністерства регіонального розвитку, будівництва та ЖКГ України.

У 2018 -2019 роках:
Буде створено інтернет-платформу з питань енергоефективності, яка поєднуватиме інформацію про актуальний стан справ у цій галузі, останні зміни в законодавстві, різноманітні заходи та корисні контакти. Функціонал платформи дозволить користувачам також обмінюватись інформацією. Головною особливістю стане пошукова база знань, що міститиме приклади належних практик енергоефективності, інформацію про позитивний та негативний досвід запровадження енергоефективних заходів, а також діючі та заплановані проекти з енергоефективності.
Здійснення заходів з підвищення енергоефективності будівлі Мінрегіну України дозволить продемонструвати практичну користь таких заходів та підвищити увагу користувачів до інформації, розміщеної на порталі. Реалізація демонстраційного проекту також дозволить покращити спроможність інших національних установ ефективно управляти своїми будівлями.

Проект «Муніципальні партнерства для покращення енергоефективності у Самборі та Жовкві»

Проект (2015-2017) ставить за мету допомогти м. Самбір та м. Жовква модернізувати муніципальну інфраструктуру та надати комплексну експертно-інформаційну підтримку, щоб суттєво покращити енергоефективність міст і зменшити енергозалежність. Спільний проект Фонду Східна Європа, міських рад Жовкви та Самбора фінансується Європейським Союзом і є переможцем конкурсу проектних заявок Програми ЄС «Угода мерів – Демонстраційні проекти» (CoM-DeP).

У 2016-2017 роках:

У Жовкві:

  • прокладено 800 м тепломережі, облаштовано та запущено в роботу насоси системи теплопостачання, змонтовано чотири автоматизовані системи з регулятором теплового потоку за погодними умовами (ІТП) для трьох об’єктів комунальної власності та одного багатоповерхового будинку, проведено верифікацію для оцінки ефективності.
  • Проведено навчання інженерного персоналу щодо підтримки модернізованої інфраструктури та представників органів державної влади та місцевого самоврядування у сфері підвищення енергоефективності та використання відновлюваних джерел енергії.
  • Розроблено бізнес-план для створення мережі постачальників біомаси для котельні у місті Жовква.

У Самборі модернізовано вуличне освітлення:

  • замінено близько 28 % загальної мережі вуличного освітлення і 45 % освітлювальних приладів. Зокрема, замінено більше 25 км електричної мережі на лінію з самоутримуючим ізольованим проводом, старі світильники замінено на нові світлодіодні меншої потужності. Окрім того, замінено 10 щитів живлення вуличного освітлення на шафи керування вуличним освітленням,

впроваджено систему моніторингу та управління технологічними об’єктами міського освітлення, змонтовано чотири системи автономного освітлення пішохідних переходів із застосуванням сонячної енергії.

  • Декоративну підсвітку із використанням світлодіодних світильників змонтовано на історичних об’єктах старовинного центру міста.
  • Проведено інформаційно-просвітницькі заходи для населення з питань важливості збереження енергії.
  • Також, за результатами міських конкурсів, обрано школи, де на базі створених демонстраційних класів учні власноруч можуть пересвідчитися у перевагах запровадження енергоефективних технологій, зокрема у школах Самбора та Жовкви встановлено демонстраційну систему відновлюваного джерела енергії – сонячного фотоелектричного модулю з вітрогенератором – та представлені інші матеріали та технології щодо енергозберігаючих заходів, які можна застосувати на практиці.

Програма «Ефективне управління та розвиток громадянського суспільства»

сприяє підвищенню ефективності роботи місцевих органів влади задля кращого забезпечення потреб громадян та сталого розвитку громад, допомагає роботі уряду у розробці і впровадженні реформ та залученні громадських організацій до планування та реалізації місцевої політики, впровадження електронного врядування.

Open City Project: Increasing citizens’ participation in local development

Project introduces innovative mechanisms for citizens’ engagement in addressing local community challenges, establishes effective cooperation between the citizens and local authorities, helps the citizens to stay together in resolving crucial issues for the community. The created web platform www.opencity.in.ua allows citizens to raise, observe and describe specific problems in their communities. The messages are directed to the appropriate department of the City Council. Users can track their requests’ status, as well as the steps taken to fix the problem. EEF’s partners – NGOs from the pilot cities – work to promote effective cooperation with local authorities, moderate the use of resources in their oblast, inform and teach citizens to use the system, and coordinate local initiatives to resolve problems through self-organized groups of citizens.

In 2015-2016:

  • As of July 2016, already 29 Ukrainian cities joined the project.
  • On average, over 5500 registered platform users post weekly 50 requests regarding local problems which need to be addressed either by the local authorities or by way of uniting the efforts of local community.
  • The Association of Open Cities was created with already 12 Ukrainian cities being active participants of the Association. East Europe Foundation will further foster the Association’s institution development and performing its major tasks and objectives which include facilitation of new communication technologies for local authorities and citizens, design and development of innovative mechanisms of financing e-governance projects, promotion of mutual use of the Open City Platform by all Association members.
  • Open Government Partnership Initiative recommends dissemination and replication of the project among other Ukrainian cities.

Support to Local Self-Government Reform in Ukraine Project

Support to Local Government Reform in Ukraine Project implemented by the Civil Society Institute is funded by European Union and aims at accelerating the process of decentralization in Ukraine. Under the Project implementation framework, the Institute in cooperation with East Europe Foundation held grant competition for local NGOs, aimed at supporting reform processes as regards the application of the legislation on voluntary association of communities in Ukraine in the pilot regions.

Based on the results of the competition administered by East Europe Foundation, 23 organizations-winners from the pilot regions (Kyiv, Lviv, Odesa, Ivano-Frankivsk, Luhansk and Donetsk oblasts) were selected. The winners worked with approximately hundred communities in all six pilot regions of Ukraine. The total amount of project financing makes  UAH 6.2 million.

The main NGOs tasks under these grants included providing expert assistance to communities with regard to the regulatory framework development, improving the awareness of the residents of united communities on the objectives, tasks and prospects of the united communities, extended implementation of the local democracy mechanisms into the process of voluntary association of communities, attracting additional resources in the community from public and private funds; creating maximum opportunities for participation of the residents of communities in territorial planning, budgeting, and urban landscaping through extended implementation of the local democracy mechanisms into the process of voluntary association of communities, including through the elaboration of draft documents for the incorporated communities (statutes, orders and bylaws, budgets, regulations and development plans).

Price of the State Project: Engagement of Civil Society in the Budgetary Monitoring Process

The Project implemented by EEF in consortium with the Center for Social and Economic Research CASE-Ukraine aims to strengthen involvement of the general public, media, and NGOs in the monitoring of public finances and state budgetary process. Key tasks of the Project include: creation of a Ukrainian version of the “Price of the State” web-portal, on-going analysis of the budget drafts and control over the state budget administration, creation of civil society organizations, and ensuring civil society representation at the national and local levels, conducting special events to train CSOs, activists and media representatives to understand key stages of budgeting process and monitor administration of the state budget funds.

In 2015-2016:

  • CASE-Ukraine regularly developed and distributed analytics on administration of budget 2013, and draft budgets for the coming years.
  • Partners created a platform with over 300 NGOs, held 8 meetings with the participation of NGOs from all over Ukraine in order to learn how to read and analyze the budget as well as monitor the budget process.
  • EU Guidelines on the EU Budget Support to the Government of Ukraine were adjusted and distributed to civil society organizations and designated representatives of the Government of Ukraine.
  • Recommendations based on the Instruction of the Cabinet of Ministers of Ukraine “On the Public Financial Management Strategy ” were
  • The Project also actively cooperated with journalists of economic periodicals to teach them how to use the Project’s resources in order to communicate to their audience complex economic information in simple terms.
  • The Project’s know-how – “Price of the State” website costua.com, which according to FOCUS magazine became in 2014 one of the top 5 social Internet projects in Ukraine, and in 2016 became the winner of Deutsche Welle contest in the nomination of citizen journalism. An interactive platform informs readers on the issues related to the state budget, and special functional features allow to find out where the funds received from citizens’ income taxes were targeted, and calculate own pension.
  • A grant competition for civil society organizations was conducted. The grant program will finance the projects dealing with advocacy campaigns on public finance management at the national and local

Promoting Pluralism and Dialogue in Ukrainian Society Project

In 2015, EEF in cooperation with the German NGO ChildFund Deutschland e.V. funded by Ministry of Foreign Affairs of the Federal Republic of Germany implemented the project, aimed to enhance the role of active young representatives of the civil society in building an open, strong, united, democratic and pluralistic society in Ukraine. The Project’s activities are focused on promoting the dialogue and understanding in the Ukrainian society, with young leaders from all over Ukraine being the target audience.

In 2015:

  • Youth Forum “Overcoming stereotypes in Ukraine, as a way to dialogue and mutual understanding,” which brought together over 70 active young people from across the country to discuss the stereotypes prevailing in our country as well as find ways to overcome them. The Forum agenda consisted of several parts, in particular within the framework of the panel discussion, the leading Ukrainian experts, analytics, and community leaders shared their vision with regard to the situation in Ukraine, existing stereotypes, and ways to overcome them.
  • A series of trainings and educational programs for young NGO leaders on overcoming stereotypes, conflict resolution, ensuring dialogue and understanding in the Ukrainian society as well a study tour to the Federal Republic of Germany to exchange experience was organized.
  • The majority of training participants – 60 active young people representing NGOs from all over Ukraine – represented the organizations working with internally displaced persons, ATO soldiers and their families, or organizations addressing critical issues facing the Ukrainian society.

    Five information campaigns aimed at reconciliation and understanding were supported based on the competition results.

The following organizations became the winners:

NGO Poltava Public Television (received a grant in the amount of UAH 63 981) with a series of stories and movies about the life of IDPs, their success and not really success stories of getting used to new life in new location.

Vinnytsia NGO Informational and Educational Center “Vis” (received a grant in the amount of UAH
57 357) with the project “Pochuty-Zrozumity-Porozumitysia” (hear – understand – find a compromise). The campaign focused on creating stories of IDPs’ lives. A total of 50 interviews with IDPs were recorded and broadcasted on the local radio. Based on these interviews, a collection of stories “History of our days” was created, which the organization will distribute through Vinnytsia universities, social networks, etc.

Ukrainian National NGO “Magnolia” (received a grant in the amount of UAH 61 238) developed information campaign “Do not create stereotypes, we are all the same!”, urging the Ukrainians to remember that we are all coming from one country through a creative example of car owners.

Association of Professional Journalists and Advertisers of Zhytomyr oblast received a grant in the amount of UAH 54 820 for information and education campaign aimed to destroy the stereotypes regarding IDPs in the media of Zhytomyr oblast “Radi poznaiomytysia” (Pleasure meeting you). The campaign included trainings, SMM-campaign “Radi poznaiomytysia” on spreading positive stories about immigrants, sharing best materials on social adaptation, creating and broadcasting on the local SC-1 TV channel four 30-minute TV programs ““Radi poznaiomytysia” about children, women and seniors – internally displaced individuals in Zhytomyr oblast which represent the most numerous group of IDPs.

NGO Information an Analytical Center “Hromadskyi Prostir” (Civic Space) (received a grant in the amount of UAH 40 485) implemented the information campaign: “NGO – True Storytelling in Civic Space”. The works are available for reading here

Support of Dialogue and Media Literacy as a Way of Reconciliation in and around the Ukrainian Society Project

The Project tasks to increase the role of young active representatives of the civil society, NGO leaders, heads of schools and teachers in the development of an open, democratic, and pluralistic society in Ukraine. The project is implemented by East Europe Foundation in cooperation with the German NGO ChildFund Deutschland e.V. with funding from Ministry of Foreign Affairs of the Federal Republic of Germany.

The Project’s activities are focused on fine-tuning the dialogue and promoting understanding in the Ukrainian society, with young leaders from all over Ukraine being the target audience of the Project.

In 2016:

  • On July 15, 2016, the International Anti-Fake Forum: Conference-Workshop on media literacy and dialogue was held in Odesa. The event brought together over 100 representatives of NGOs, schools from all regions of Ukraine, international experts from Moldova, Georgia, Germany, the leading Ukrainian journalists and experts. The Forum organizers aimed to discuss with young civil society leaders, heads of educational institutions as well as international and national experts the idea of media competence as a tool to overcome stereotypes and promote dialogue in the society as well as teach the Forum participants how to use in practice and spread the obtained skills among with target groups, including young people. In addition to expert discussions and panels, the Forum also provided practical skills during the relevant workshops. In particular, teachers received a thorough knowledge of the tools and available resources for media education of their students, and community activists learned to establish a dialogue and resolve conflicts in the civil society by involving the media. The participants also learned how to use the tools created by the Stopfake initiative in order to recognize manipulation and false information in the media.
  • National competition was held in new and traditional media for running information campaigns aimed at improving media competence in the Ukrainian society, developing a balanced attitude towards information received from the media, and promoting dialogue and understanding in the society.
  • Trainings for NGO leaders and teachers on dialogue and media competence with participation of 40 representatives of NGOs and teaching staff was conducted. The training tasks to train community activists and teachers on how to recognize false information, resolve conflicts and establish a national dialogue to foster mutual understanding.
  • A series of lectures and a study tour to Germany were conducted, as well as communication with the colleagues representing German NGOs who came to Ukraine to establish cooperation and share best practices of interactive and media competence as a way to reaching understanding in the society.

Special Programs

USAID RADA Program: Responsible, Accountable and Democratic Assembly

Commencing late 2013, East Europe Foundation in cooperation with Internews Ukraine, the Laboratory for Legislative Initiative and Civil Network “OPORA” are implementing the USAID RADA Program, which tasks to promote an accountable, responsible and democratic assembly – the Verkhovna Rada of Ukraine.

The Program aims to support the Members of Parliament (MPs) in their efforts to set up effective collaboration with their electorate and improve the quality of exercising their representative powers. Another important Program’s objective is to promote the initiatives of civic education and civil society monitoring of both the Verkhovna Rada and the MPs in order to increase their accountability to the electorate. The USAID RADA Program also assists in facilitating the making of an independent legislative branch within the state authorities system of Ukraine by increasing the efficiency of the existing parliamentary procedures.

The Program’s priority areas include effective involvement of citizens in the legislative process through the implementation of efficient tools for communication, information, and service provision to citizens. The RADA Program is also actively working to expand citizens’ participation in the monitoring of the Parliament operation and improving the effectiveness of an independent parliamentary oversight over the executive branch.

Major achievements in 2015-2016

The Model District Project

Seven Members of Parliament representing different factions of the Verkhovna Rada, who were elected in the majority districts as well as by political parties’ lists are participating in the Model District Project. Each of the seven MPs can use a number of modern communication tools offered by the USAID RADA Program which are designed to bring the dialogue with the voters to an entirely new level. With the help of the “mobile workstation” concept implemented by the RADA Program, the voters of the seven “model districts” will be able to communicate with an MP not only in the official visiting hours at the parliamentary reception. Now the voters can contact an MP even when he/she is in the Verkhovna Rada, in the district or on a business trip. To this end, a special software is being developed.

  • Ensuring the functioning of e-petitions to the Verkhovna Rada of Ukraine and implementing other e-innovations.
  • Working with special-purpose committees and technical advisory groups on the development of the Parliament’s reform in line with the recommendations of the European Parliament.

USAID Leadership in Economic Governance Program (2014-2018)

Since late December 2014, East Europe Foundation in cooperation with the Institute for Economic Research and Policy Consulting, the Center for Social and Economic Research – CASE-Ukraine and Kyiv Economic Institute have started implementing the USAID Leadership in Economic Governance (LEV) Program.

The USAID LEV Program aims to improve the business climate by implementing significant and sustainable reforms in SME sector both at the national and local levels. The Project’s target regions include Vinnytsia, Kyiv, Lviv, Ternopil, and Kherson oblasts. The LEV Program offers a unique opportunity to join the efforts of active and reform-oriented representatives of private, civil, and government sectors. The Program assist in determining administrative and regulatory impediments to SME development in Ukraine, and help overcome them by drafting and implementing the necessary legislative initiatives and regulatory procedures. The USAID LEV Program also supports the development of business associations as a driving force in facilitating the implementation of progressive reforms.

The Program works to identify administrative and regulatory measures which could help overcome barriers to SME development. Further on, the USAID LEV Program supports drafting and implementation of effective laws and regulations, assists in developing the business environment, and establishing effective and sustainable dialogue between the private and public sectors.

Major Program achievements in 2015-2016 include the following:
  • First Annual Business Climate Assessment (ABCA), an annual small and medium-sized business survey which allows to track changes in the business environment conducted. It also serves as a tool which helps reveal barriers to SME development as well as develop a list of economic, legal, and regulatory priority actions (reforms) aimed to improve the business climate in Ukraine. Under the survey framework a total of 1,827 SME sector representatives were polled. The survey demonstrates, in particular, how SME assess the current business climate in Ukraine as well as reveals major problems for business and reforms which entrepreneurs expect from the state.
  • In cooperation with public sector, business community and the relevant Ministries the USAID LEV Program experts developed and submitted to the Verkhovna Rada of Ukraine two draft laws aimed to improve the environment for doing business in Ukraine.

 

The E-Governance for Accountability and Participation (EGAP) Program

The E-Governance for Accountability and Participation (EGAP) program aims to strengthen good governance, modern public service delivery and social innovation in Ukraine using new information communication technologies (ICTs) as enablers. The EGAP Program funded by the Swiss Confederation is implemented by East Europe Foundaiton, InnovaBridge Foundation, the State Agency on E-Governance in consortium with the National Academy of Public Administration under the President of Ukraine.

In cooperation with the public authorities, civil society organizations, and the citizens of Ukraine, the EGAP Program tasks to:

  • shape and mainstream good e-governance standards and innovative practices to ensure citizens’ improved access to information and more efficient public services;
  • increase public authorities’ capacity to use ICTs for improved accountability and transparency;
  • strengthen the role of CSOs in advocating, mobilizing, and promoting e-democracy to ensure citizens’ pro-active participation in regional and local decision-making processes;
  • promote inclusive national policy dialogue on e-governance and e-democracy issues where the regional needs are taken into account.

The following are the Program’s major achievements in 2015-2016:

  • Creating the unified system of e-petitions http://e-dem.in.ua/ with over 70 cities and dozens of district and oblast councils being connected to the system
  • Introducing the e-service of housing subsidy allocation https://subsidii.mlsp.gov.ua/
  • Conducting EGAP CHALLENGE, the first call for proposals among IT-projects in the field of e-democracy under which important IT solutions for addressing the needs of local communities and ensuring cooperation with the authorities are developed.
